A point of confusion on the ground: does the revised standard apply to guardrails already in place? The answer is no for existing structures. A guardrail installed according to the 1988 version remains compliant as long as the building is not subject to major renovation work.

The difficulty arises in intermediate cases. When a renovation affects the structure or changes the purpose of a space, the building permit or prior declaration can shift the project into the new regime. The guardrail must then comply with the 2024 version.

Field feedback varies on this point: some control offices apply the new version as soon as there is intervention on the guardrail itself (replacement of a filling, modification of height), while others only require it in the context of a complete change of purpose. Laminate glass is the material that raises the most questions regarding testing. The impact resistance of a glass panel depends on its thickness, the number of interlayer PVB sheets, and the quality of the embedding. Glazing that meets static tests may crack under a dynamic shock if the laminate is undersized.

The 2024 version of NF P 01-012 has revised the anti-climbing design template, which governs the shape and arrangement of elements that could serve as a support point for a child. The safety zone at the bottom, between the ground and a certain height, must not contain any horizontal or inclined elements that facilitate climbing.

  • Vertical bars remain the simplest solution to make compliant, provided the maximum spacing between each bar is respected.
  • Horizontal cables pose a recurring problem: their “climbable” nature makes compliance difficult in the safety zone, unless a solid panel or glass is added at the bottom.
  • Glass or perforated sheet panels eliminate the risk of climbing but increase the weight of the structure and modify the fixing constraints.

The choice of filling is therefore not just aesthetic. It engages the compliance of the guardrail with both standards simultaneously: dimensions (NF P 01-012) and strength (NF P 01-013).

Unified terminology and new documentation obligations

The 2024 revision also harmonized the terminology used in the standard. The terms “protection height,” “normal parking area,” and “precarious support” are now defined unequivocally, reducing interpretation margins between control offices.

A precarious support (step, planter, ledge) located near the guardrail imposes a protection height measured from the top of this support, and not from the finished floor. This rule already existed, but its reformulation in the revised text makes it harder to ignore during a compliance check.

Construction professionals, whether locksmiths, architects, or project owners, must integrate these developments from the planning phase. A guardrail designed based on the 1988 version and installed after June 2025 is at risk of refusal of acceptance if the building falls under the new category. The standard does not directly penalize, but the Construction Code and technical control use it as an enforceable reference.
